The iTC has determined that the ESR needs to be edited (or a new ESR should be created to meet a new set of requirements). How does the iTC get this accepted?

The CCDB stated at the Singapore CCUF Workshop that once an iTC has been formed that the maintenance, or even creation of new ESRs, is up to the iTC. The approval of changes to the ESR must be made according to the voting procedures laid out in the ToR for the iTC.

Be aware that approval of Supporting Documents is still subject to the CCDB approval.
